Missing letters in popups

Hi all, I am having this issue recently where popups (like my antivirus) have letters missing (http://imgur.com/2kH3LMW). Another example is the search recommendations dropdown in Chrome (http://imgur.com/0kmW1NC); also missing letters. Playing some games like GTA V also yields the same issue--various popups have missing letters. I have no ideas why this is happening, I have tried restarting, resetting BIOS settings, and resetting the Win 7 ClearType utility. I did have issues with my RAM, which I RMA'd and had replaced. I reinstalled the sticks in the alternate slots on my mobo because after testing I learned that one of the sockets doesn't work. They both work fine now. My HDD works fine, no issues there. I recently reinstalled my graphics card drivers, and there have been no issues there.

* Win 7
* Chrome updated to latest version
* i5-3570@ 3.40GHz
* Corsair Vengeance 2x8 GBs
* Gigabyte GA-B75M-D3H
* Corsair CX500 V2 80 Plus
* AMD Radeon HD 7870 2GB

Any ideas?
