I cannot open some things such as Services, and device manager, and a few others. I get this when trying to open Services: https://i.gyazo.com/c0b10ff36501af11a42e0936a28f4ca0.png

I have Windows updates currently disabled, and right now it's very outdated and I cannot get to Services to enable it. I also need to get in to Device Manager for something, but I get this: https://i.gyazo.com/3cf596fce899216d3489081697259973.png

I've had this problem for a while now, I really need a fix. Thanks a lot!

Solution
At this moment it will be best to perform a clean installation since your system appears unresponsive to administrative commands.
Turning on the Microsoft .net Framework might fix the issue.
Click Programs & features in the Control Panel.
On the left pane click 'Turn Windows features on or off'.
Select “Microsoft .net Framework 3.5. expand it and select 'Windows Communication HTTP Activation' Restart.
Also you could run the System File Checker utility to repair corruptions in Windows system files. It can also restore corrupted files.
Open Command prompt as administrator.
Type 'DISM.exe /Online /Cleanup-image /Restorehealth' and wait since it may take several minutes for the command operation to be completed.
Then type 'sfc /scannow' and do not close this window until the verification is 100% complete.
Restart.

Sorry for extremely late response. I have tried both of these and neither worked.

I don't know if you are comfortable editing the Windows registry.
But that will be a final course of action, otherwise I recommend re-installing Windows.
Press windows + R keys and in the Run dialog box type “regedit” to open Registry Editor.
Once in the registry, navigate to the following key
'HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MMC\SnapIns'
In the SnapIns search for the error (CLSID) number you posted in the first screenshot.
right-click on the key and select Export. This will let you to backup the registry key into a .reg file.
Next, right click on the same key and this time select Delete. Then, select Yes to delete the registry key.
Close the Registry Editor and reboot your system.

This error appears after pressing Yes when it asked if I want to permanently delete the registry:

You need to run 'regedit' as an administrator, but I doubt you will be able to accomplish it since your system appears to be corrupted.
Run 'Regedit' as administrator, select the key and right-click on it. Select Permissions-->Advanced-->Owner, select Administrators, Apply. Then grand Full Control to 'System' and also 'Administrators'.

If you still are not able to delete the key then download PsExec from Microsoft website.
Place PsExec in the root directory of your disc (C:\)
Open a command prompt and navigate to the root directory (C:\)...type 'cd..' hit enter to get to the root directory (you might need to repeat this process to get to 'C:\').
Not type 'psexec -i -d -s c:\windows\regedit.exe' hit enter.
Close command prompt.
Try to delete the key again, then reboot

Nothing has worked. 🙁 Still cannot delete the key or open anything.
