Question Mobile hotspots won’t connect. WiFi works fine

I use my phone or iPad for mobile hotspot so I can use my laptop on the road. Never really had a issue. I am from Canada and was recently in the USA for a holiday. I used my phone to hotspot my laptop in the hotel, that worked fine. Once I got back to Canada, now I cannot connect my win10pro laptop to any mobile hotspots. I’ve tried both Apple and android on different mobile carriers and accounts. I am able to connect to my home and business WiFi networks, no problem. Just can’t connect to hotspots.

I have tried troubleshooter but doesn’t seem to help. I have latest windows updates and drivers are up to date.

If you have setup a mobile hotspot, can the laptop see the SSID of the hotspot?

Yes, I can see the SSID for each hotspot I try. I have tried to change the SSID on the iPad but still the same issue “unable to connect to this network”
