If you have google account linked to your phone, you can try via google, heres the link

Other? You may ask your service provider, but unlikley if someone found it and removed the sim card or the phone is turned off.

Also if your location is disabled by default it may not provide location?

I already tried to locate by using google account but i got the location till the phone is turned off. Is there any other way to locate?
Or is there any way to find the new sim card number (by using IMEI number) which the founder inserted.

Report the IMEI for that phone as lost or stolen. It can be "blacklisted" as stolen, if it was, indeed stolen, and its use on a network prevented Well, that was possible a few years ago, at any rate. I am not certain whether or not providers actually make that a priority anymore, but I am certain that the lost handset insurance underwriters would love for them to, if they don't. You lose nothing by trying, though.
