MOBO or PSU issue?

I've recently been getting black screens in very specific circumstances in games. The symptoms are:

-Black screen saying "No input"
-Computer still runs
-No sound plays
-Keyboard unresponsive but num/caps/scroll light will stay lit/unlit state it was in pre-crash
-CPU and GPU fans keep spinning

I recently did a clean W10(64bit) install including drivers which fixed this issue in 1 game but it still occurs in others so I assume it cant totally be a driver issue.

Underclocking my GPU sometimes works with MSi Afterburner but not at all with the new AMD Crimson Radeon settings program.

Does this seem like a MOBO issue or more of a PSU issue? The fact that I lose sound and cannot use the keyboard made me think MOBO but I am not sure if it's possible for the PSU to cut power partially, in a way that lets everything still run, but not have enough power to display or use peripherals? The PSU is around 1.5 years old now, as is the whole build.

My build is:
CPU: i5 4690 3.5GHz
MOBO: MSI H97 GAMING 3 ATX LGA1150 Motherboard
GPU: MSI Radeon R9 290 4GB TWIN FROZR Video Card
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply
 
Its hard to say, you don't get any errors? Have you checked the system log in event viewer? It might have recorded something before the black screen. My assumption would be a power supply or gpu issue, possibly the motherboard. Do you now anyone with a similar system to yours that you could test your gpu in? Without any errors its very hard to say what the issue is without testing the individual parts.
 
The only errors I see in the system log say "the previous shutdown was unexpected" and "the system has rebooted without cleanly shutting down". I never get an error on start up offering to go into safe mode or anything. There is nothing before this point.

Sadly I have no spare parts/systems that I can test on so I'm trying to troubleshoot as best I can without that which I realise isn't easy to do/
