Question Mobo rgb and power lights flashing rapidly ?

So, when I powered up my PC and began to boot, it shorted and shut down. Now when I turn on the power switch to the psu the Mobo power light blinks rapidly as well as the rgb lights.
I just replaced the PSU today, but no luck resolving anything. I'm hoping if indeed it's just the Mobo it can somehow still be salvaged?

All parts are new within the last couple of months.

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage.

What case?

Why is the PSU switch being used to turn the PC on? No case switch?

Did you mix and match PSU cables between the original/old PSU and the new PSU?

CPU-Intel Core i9-10940X
GPU-EVGA GeForce RTX 3070 XC3 Black Gaming, 08G-P5-3751-KL, 8GB GDDR6, iCX3 Cooling
MOBO-ASUS ROG Strix X299-E Gaming II ATX Motherboard
PSU- Evga 1000w gt
RAM- 4 sticks g-skill (don't know the specs)
PC Case- I actually am not sure as I have the exterior vinyl wrapped and can't see the maker...

Regarding the PSU, all cables are from the correct PSU. The change was in PSU was after the problem started.

I am only turning on the PC at the PSU because I always turn it off there before I remove the power cord when working with internals. Normally, it would remain on and I would power up at the front switch.

Fyi, I have tried to boot with nothing inside usb slots, one stick of ram GPU and all minimal Mobo still does the same thing.
