Modded Fallout 3 issues

So, i recently built my own computer and one of the first things i wanted to do was play fallout 3 modded on it. However, when running fallout 3 with only a few mods it seems to experience performance issues although the graphics card is not running at full power and only in the mid 40 degrees Celsius. From my understanding graphics cards are perfectly happy running at 80+ C without experiencing huge issues, so i was just wonder why, in my system, the performance issues are coming before the graphics card and processor start running hot. The processor cores run at idle in the upper 20's C and during gameplay can get to the upper 30's C, and the graphics card runs at idle about 30 C and under load with some game stuttering about 45 C. Could there be a bottleneck I'm unaware of? Here is my setup:

Intel i5-4590 3.3 GHz, 6MB cache, LGA 1150
Gigabyte B85N Phoenix WiFi mini itx motherboard
Corsair CX600M PSU
MSI Twin Frozr Geforce 660 2GB DDR5 OC edition
Crucial MX100 SSD 128GB (for boot drive and essential programs only, not games, however i was considering loading the game onto this drive just for faster loading)
1TB HDD for mass storage
8GB DDR3 1600 MHz RAM

Download and install this driver sweeper http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Install it, run it and remove all your nVidia GPU related drivers.

Then download and install the latest nVidia drivers from their website:

If you have 64 bit Windows here: http://www.nvidia.co.uk/download/driverResults.aspx/77254/en-uk
or if you have 32 bit Windows here...

do you experience similar issues in other games? If not then all you can blame it on is poorly coded mods.

If you haven't tried other games than it would be hard to tell if it is related to drivers or something similar.
 
Likely your issue is that you are using Windows 7 or Windows 8 to play it. Fallout 3 has terrible compatibility with anything other than Windows XP.

I managed to get it working on my system, but I honestly am not sure how I got it to in truth. I know you have to edit the Fallout3.ini in the Documents/My Games/Fallout 3 folder to do it. Search for that and you can probably find it.

Also using FOMM (Fallout Mod Manager) I think helped also.
 
I've only ran minecraft and Fallout 3 on this computer so far, and come to think of it, minecrafts performance wasn't great either. But when I first downloaded the drivers I just went to nvidias website and from what i could tell i downloaded the most recent drivers, is there any way i can check to make sure that I did?
 
It topped out at about 70, which is significantly better than my old computer so I didn't think about it too much, but it still doesn't seem too great for my new computer.
