Modem connected to internet, but browers won't see

Have this happened to you before, Few years ago, I ran into a problem, a computer that I was repairing will connected to the internet, but the Browers will not see the connection. And I was fixing a WinME PC,(I know I should not installed OS on top of it own.), and I reinstalled WinMe on top of the WinMe. And the modem will connect to the internet, but the Browers will not see the connection, what can I do to fix this problem.
 
In the "connection" settings under tools-> Internet options, make sure that something like "use the following connection" or similar is selected. Also, you might want to try checking "automatically detect settings."

Is it a dial-up or cable modem? I'm having a similar problem with my cable modem in XP. My cable company said they've been getting a lot of calls from customers having this problem with XP.

supposedly xp isnt internet ready yet?
that is what i have been told, and why i am waiting to try out xp.
