Monitor black screen After Cleaning Gpu

Hello.
I decided to clean my GPU fans, because i hadnt done so in a while with hopes of boosting performance.
However after putting cleaning my GPU, my monitor would not turn on anymore.
Both my keyboard and mouse arent on either.
Really hope someone can help me, panicking at the moment

I have just reseated my GPU and ram and it made no difference.
Also took out my GPU and started my pc without it and still doesnt work.
Still blackscreen monitor and no power to mouse or keyboard

I have also noticed that there is a yellow light that blinks every 3-5 seconds.
