Monitor delay time and ping ms

So I was wondering when I see a monitor most of the time its delay time is around 5 ms, obv it could be less or more, but I have a question, if you have 60 ping in a game and a 8ms delay monitor would that feel like having 68 ping?, if not then what is it like?

To try to explain it a bit better your ping will not change.
If your monitor has a input lag of 40ms and anouther player has 60 ping and has a input lag of 20ms then he would see you 20ms quicker than you would see him.
The response time is the time it takes the pixle to change and in most cases don't matter much between 1ms and 8ms.
As a referance it takes you about 300ms to blink your eyes.

is 8 ms delay time the same as +8 ping?
 


I KNOW PING HAS TO DO WITH YOUR INTERNET AND what server you're on and whatever
