Monitor doesn't automatically turn on

I bought this 24" screen, Samsung SF350, very decent product for the price, I have this issue though, I need to manually turn it on/off.
On boot it keep turned off until I use the power button, and when I shutdown the PC the display goes black, however the led start blinking until I turn it off.
I have a similar display in my secondary PC which runs Debian and I never had this issue.
I don't have idea if this is caused by the OS (Windows 10), another hardware component, or the screen itself.
Any idea what is going on?
I've been told to check windows power setting but I can't see nothing relevant there.


 


The power cable is directly to the wall outlet.
It is an i5 2500K, VGA is GTX760, monitor is connected through HDMI

 

Then that seems perfectly normal. In the early days of the PC, the computer itself included an extra electrical outlet that could be used to plug the monitor into. Then it would turn on/off with the PC. Things are different today.
What computer did you have previously that got you use to having the monitor turn on/off with the PC?

are both computers monitors' power light still on even tho the computers are shutdown? the difference might have to do with that 1 computer has a videocard whereas 2nd computer has onboard video. does the computer with the videocard also have onboard video?
