Monitor doesn't start when plugged into gpu

Hello tomshardware people. Im turning to you, to seek help for this issue im trying to deal with. At this point it seems unresolvable, and im close to giving up on it. But i hope, one of you can help me and find a solution to my problem.

specs:
amd a4 3300
msi radeon r7 250
500w psu
4 gb ram

I know it's a super low-end build, but don't judge, cause thats all i can afford.

So i bought a new psu and gpu yesterday. Installed psu, which was working fine, and then the gpu. After plugging the monitor vga cable to the gpu, the monitor didnt give any response after starting up the PC. The gpu fan is working, though. But, when i remove the gpu, and plug the monitor into onboard vga connector, the monitor starts.

Also, I can't use more than 1gb of ram after the failed gpu install. How to deal with that?

What i have done so far to try to fix the issue with monitor not starting:
Cleared bios completely(removing cmos battery, etc)
set pci-e as primary in bios.
disabled the onboard graphics in windows and re-installing the gpu.
Changed back to old Psu
Under desperation, reinstalled windows.
