Question monitor goes black and fans spin fast asf

I’ve been having this problem lately we’re i’ll be casually playing games and my monitor will turn off and my fans would spin fast and it is kinda getting on my nerves now because i can’t play games and help?

GPU: Radeon RX 580
CPU: Ryzen 7 2700x with wraith cooler
Motherboard: Asus Prime B350m-a
Power Supply: EVGA 650w
Ram: XPG 16gb 3000hz
HDD: WD Blue 1t Hard Drive
Fans: Pantek Fans

because it worked i got it working why would i return a 650w and keep my two year old 400 psu
