Monitor goes off when turned on

When i power up my PC the monitor HP V220 says - No VGA input detected and goes into inactive state, with orange glow, tested each components in a diff PC the computer / hardware seems to work fine, even the monitor works fine in a diff computer, the PC seems to running fine here in this scenario but the monitor doesn't wake up at all, need your suggestion

What 'components' have you tried in a different PC? Are you using a graphics card or integrated GPU? If you're using a graphics card are you connected to the correct output (connected to the MOBO by mistake)? Have you checked your BIOS settings - check the power saving/sleep settings? Can you use a different means of connection - DVI, HDMI, DP? Have you tried a different monitor with your PC? Have you updated drivers?

Could be a few different things. Hope this helps.
 
I tried the monitor with a different PC it works, the RAM and the CPU were also tried and tested on different PC's the motherboard is new and the monitor only has a VGA output, No GPU for now, it was working fine for a few minutes when i first built it, i checked in BIOS, i loaded XP as that's what all i had that moment and i restarted, suddenly the screen got stuck to only 1 resolution 1024x768 and i cant change it then 2 cm from the right of the screen went all black, i was not able to update any driver's cos i am unable to login in, as far as power options go i haven't went in there yet, hence hoping the default settings should get it to run without any issues. suggested my friend, he mentioned due to voltage fluctuations some components might have got damaged as i don't use a spike or UPS, i tried with the power drain still didn't help, also when u turn on your PC without the RAM the system should constantly beep but that too is not happening .. 🙁
 


Try loading into safe mode. You may have exceeded the monitors resolution and its protecting itself. Try safe mode then if you get in, drop the resolution.
 
Solution
the problem is now i cannot login to the PC 🙁 it not even displaying anything on the screen i take the CPU to another monitor in my friends house and can load Windows 7 Set it up and then hook it on to my monitor no display, VGA input not detected, else i take my monitor to my friend place and connect it, there the monitor works fine, in both cases i use the same VGA cable, but if i hook both of them together it doesn't seems weird 🙁
