Question Monitor, Gpu and Bottleneck Questions

Hey guys!

A bit of a newbie here.

I have a couple of questions.

1. I am looking at getting a new Monitor. It will be a 1440p 144hz/165hz gsync monitor. The two I am tossing up is the Asus 27 inch ips 1440p display ( the one with esrb i think technology) which is gsync compatible which is 699 aud vs the viewsonic the new one also 27 inch ips full gsync 1440p which is 1199 aud. My question is, is the viewsonic 500 aud better?

2. I currently have a core i5 8600 non k CPU paired with a gtx 970 (I know really bad on my part) and I am looking to get the 3080 for the 1440p monitor. Question is will the CPU massively bottle the gpu assuming I already have a 1440p g sync high refresh rate monitor?

All I do at the moment in between other things is game and work on my pc, no streaming.
