Question Monitor heavily artifacts when starting on 144hz, lines taking up 95% of screen ?

Im not sure what the problem is because it only happens on 144hz after a shutdown or reboot when i leave my computer for a couple of hours. im pretty sure its the monitor because i have switched slots with another monitor and it was fine running on 144hz. i have a 2070 and the monitor in the photo is an acer ed273.

Does the monitor have a self-test? Run that and see if the lines show up in that?
