Monitor is going crazy.

My computer has recently started doing this (click video) and I have no idea what is causing it. I recently have hooked up my TV to my computer along with my dell 21.5in monitor so i have a dual monitor setup. While my monitor is going absolutely insane the TV however works fine. Anyone know what might be happening? Thanks for reading!

one monitor refresh rate making the other one run at the same............ which it isn't supposed to be doing. how does the monitor run alone?..... and if it's still doing it did you set the monitors resolution and refresh rate back to normal?

I never did happened until i hooked up the TV to it so that is probably what it is.
