Question Monitor Issue - Device Setup Manager Metadata Staging Failed Event ID 131

Been having an issue with my monitors where they will flash, flicker and freeze/lag my computer as if they disconnected and reconnected. Decided to do a fresh install of windows 10 when I added my new video card but am still having the same issue.

I started using the event viewer and found errors showing that the Device Setup Manager Metadata Staging Failed after experiencing the issue.

Not sure what this error means so any help in understanding what this is and how to fix it is appreciated.

Below are the 2 errors that I caught and have seen them both appear at the same time twice so far:

As an update:

sfc /scannow - Windows Resource Protection did not find any integrity violations.

CheckHealth & RestoreHealth - No component store corruption detected.

Believe I already installed the monitor drivers, but reinstalled them anyway with the only option available - https://www.dell.com/support/home/en-us/product-support/product/dell-s2716dg-monitor/drivers

For the event 131 errors I was able to disable them for now by selecting no to the Device Installation Settings but it didn't fix the issue.

I have started testing my cables and monitors and believe the cause of the issue is now my Hisense TV HDMI connection where I generally have it duplicate my main monitor. But since the issue is random and can take hours to show up it is taking a while to confirm.
