Monitor, keyboard, and mouse not working

Today when I got home there had been a power outage while I was gone, but I have a surge protector so it shouldn't be the problem. So I turned my computer on and right after it turned on it turned off. The next time I turned it on, the monitor remained black and neither the keyboard or the mouse was lighting up like usual. The three lights on my keyboard light up right when I turn it on, but then go away. Any suggestions? Thanks
EDIT: Forgot to mention that I took my PC apart and rebuilt it, which didn't fix it

Can you test different power supply?

No, I don't have any other power supplies I can test it with... Also I read somewhere to take out the cmos battery and then replace it, which fixed my mouse and keyboard... So now I just need to figure out the monitor
