83 kHz is the horizontal frequency/refresh rate. It's how fast the screen updates from left to right for each line of resolution. But when people say refresh rate they're talking about the vertical refresh rate/frequency, which is how fast it takes to update all the lines form top to bottom. That monitors vertical refresh rate is 60 Hz at 1080p, same as your current monitor. Hard to say if this one is better or worse in general than your current one without knowing what you have.
Edit: although the Amazon page seems to be wrong regarding the horizontal refresh rate, as I can't find the 83kHz value anywhere in the user guide/specs for that monitor.
