Monitor not picking up signal after mounting graphics card

My PC's motherboard just came back from an RMA(power distribution issues). I plugged in everything but the graphics card and the PC booted to my login screen like it always did. Then I turned it off, plugged in my graphics card, and suddenly my monitor wouldn't pick up any signal. I've done this twice and it only happens after the graphics card is mounted.

To be honest I feel as though the pcie slot is taking up power and for some reason the dvi cord (and other back panel headers) aren't getting enough power as a result. My PSU functions normally and outputs more than enough power for my rig.

Any ideas on how to get my monitor to pick up signal again?

Silly question: you are plugging the monitor cable into the graphics card, right?

Otherwise, check this. It's the general POST/boot issue sticky which has a lot of things you could check to see if they help.

place your VGA in PCIe_1 slot? connect molex to the molex header (if any), disable onboard graphic?
