Monitor not receiving signal

Solution
First off, you should have case fans, altough it might have worked it's still better to have them.
And yeah i know what probably happened, There might have been a static charge on that ram by accident, when you put it in the slot it will probably have killed your motherboard. I'm sorry man but i'm pretty sure your mobo is broken...partially since he leds still work but some of the other parts on the mobo will be dead. I can't be 100% sure about this but I do think this is why your pc doesn't work

my cables are connected and ive tried multiple cables that have proven to work

yes i did but it might be worth it to mention that when i used a vga to dvi adapter my monitor turned on for a couple seconds and then then displayed the no signal message and turned off. then, when i took out the cable it turned blue again and then displayed the no signal message.

are the case fans spinning?. also look for a 2 digit code led, not all mobos have this.. if it says something it could be an error code.

i do not have case fans (never have, it used to work without them) however all of the leds work. Im not sure if it matters but it stopped working when i installed another stick of ram and it didnt receive a signal no matter which stick of ram i used after that. i didnt touch anything else during that installation however maybe you know what might have happened?

thats very unfortunate even tho i took precautions against static. i guess the only way to know for sure is to take it to a repair shop. i appreciate your time and effort however! thank you.

Yeah taking it to the repair store is probably the best thing you can do now, and np man! I'm glad that I could help you!
