The HDMI port on the card is 1.3 which means it should be able to do 120Hz at 1080p to which I'm wondering if your driver needs reinstalling, after using DDU in Safe Mode, then using the latest GPU driver sourced from Nvidia's support site in an elevated command.

Have you gone into Nvidia's Control Panel and seen if you can manipulate the refresh rate for your monitor(left hand navigation pane, Display>Resolution)?

Unlikely that it supports 75 Hz at 1080p. Generally 75 Hz is only supported on some older CRT formats like 1024×576 or something like that. This is only included for legacy compatibility.

1080p with standard CTA timing (2200×1125) at 75 Hz already gives horizontal frequency of 1125 × 75 Hz = 84.4 kHz which is outside the range given in the monitor's online datasheet (82 kHz max). So this 75 Hz would only be available at lower resolutions. Of course, you can always try setting custom resolutions to drive it outside its rated range, but there's no guarantees.

I went in Nvidia control panel>display>resolution and found that there too it only shows 60 to 59hz

I tried installing new drivers but it says an error occurred and stops it, I'm on win 7

HDMI can be limited to 60Hz.
Try other available video inputs on monitor.
It should have D-SUB connector.

Anyway - do not expect to see any significant difference for 75Hz compared to 60Hz.
Also analogue D-Sub signal may introduce shimmering effect on screen.
I used to use vga but waves started to appear and and that's why I shifted to hdmi (even on vga it showed 60hz)

I will say, anecdotally, that I personally have always been able to see a distinct difference between 75 Hz and 60 Hz across all kinds of monitors. 60 Hz, even with just a still desktop, has always looked weirdly bright and uncomfortable for me. If it were me, I'd have a big issue with a 75 Hz monitor which refused to go above 60 Hz.
