[SOLVED] Monitor or GPU issue?

Hi Everyone,

I recently bought a monitor and came across and issue this evening that I actually thought was just an effect.

I'm not entirely sure how to describe it, other than it looks as though its the white static that you'd normally see when an old TV has no signal.

Is this an issue with my monitor, or my GPU?

I have a brand new rig with a RTX 3080 TI, so I am hoping it isn't the card.
