Monitor Power Cable making wheezing noise

Hello!
I've had this wierd noise coming from my monitors power cable, more specific the big part of the separated cable(if you know what I mean by that?). This wheezing noise starts when the monitor is turned off and never stops.

So what I have to do is unplug the one part of the cable from the other part. I don't fully know what is causing this, but it makes the noise when the big part of the cable gets power when the monitor is off. I've tried replacing one end of the cable(the one that goes in the wall). And I've made sure that everything is plugged in properly.

So my question is: Do any of you guys know what this is? Can I fix it? Or can it be replaced?

OK. Your monitor has a transformer and not just a power cord. That is what was confusing. A hum is not uncommon, but other noise might be concerning. Does the unit seem very warm/hot in any spot?

No. It's not hot/warm at all. And I would like to mention that the noise starts the second the monitor is turned off.
