[SOLVED] Monitor shows pixels and some strange symbols ?

ok so my computer suddenly shut down and rebooted and then monitor shows pixels some strange symbols and so on.

My question is can i save this old garbage from its death ?

It worked partly when going to safe mode but then i tryed reinstalling Windows 10 where now pixels stayed but i cant get it to load anything ?

GPU: ATI Radeon 4650.
CPU: AMD Althlon II x2 .
RAM: 2GB.
HDD: SATA 500gb.
OS: probably latest version since i did iy like yesterday.
Monitor: i rly dont know its brand is AOC.
Chassis If you mean case by it) is some Super ritemaster.
PSU: iam pretty sure 450w.
PS: i did it from my memory since some i dont know some i cant see.

You said you did spec from memory , download belarc advisor , its free it will tell you everything you need to know about your pc , too much to list here.
