Question Monitor standby, PC restart issue?

Thought I was done troubleshooting this build, but I have pinpointed another issue:

If I put my PC's monitor to power off mode whilst leaving the PC running (this only happens if the power to the household had been interrupted for a very short time, whatever the reason) then I find if I turn the monitor's power on again that the pc had been restarting indefinitely, other than what is expected that the pc just restarts once and then waits for user input at the login screen of windows, which is the expected result.

I have the power setting in the bios set too: Always Off. (Could there be possibly another incorrect bios setting or windows setting, new GPU causing this?)

Can somebody shine some light here with this issue, thank you.

Edit: Under the circumstances I can't actually tell if the pc is restarting indefinitely or just starting when the monitor is turned on again, but I know what is being observed isn't right because my other pc just waited on the login screen as it ought to be for this pc as well.

If the fans on your system ramp and die down and do so in a cyclical order, without any display output, then it's rebooting indefinitely which is where a POST speaker would come in handy. What motherboard are you working with? Speaking of motherboard, what BIOS version are you on?

You should include your builds specs. We don't exactly memorize user's specs while sig space specs can and will change over time. When that happens, it can render this thread moot to the end user in the same boat as you're in now.

You might want to bring in an electrician to scope out the wiring in your abode. Speaking of wiring, do you feel a mild tingling sensation when you touch the metal part of your case while your bare feet are making contact with a non-carpeted, non-wooden floor?
