Monitor waves when hdmi cable is connected

Hi, i have a problem, every time i plug hdmi cable into video card, regardless that the tv is on or off, my monitor has transparent waves on screen. I tried the following things:
1. plugging monitor in VGA port, Hdmi cable in hdmi port
2. plugging monitor in DVI port with adapter, Hdmi cable in hdmi port
3. plugging monitor in VGA port, Hdmi in DVI port with adapter
Same thing happens so i need to unplug hdmi cable every time after i need to use it. I tried different resolutions but same effect.

Specs: Celeron dual core E3400
2GB ram
Video card Radeon HD 5450
Monitor Acer X223HQ full HD
TV Toshiba 32P1400 HD 1366x768
HDMI 1.4, 10m long cable

What do you think the problem is?

Also when tv is connected to laptop everything works fine.

HDMI 1.4 10m long cable that is a very long cable and may result in such artifacting trying to display full HD 1080p(monitor) rather than HD ready 720p (tv) since not all cables bare the same quality. the higher cable length the lower bandwidth (gb/s) a better quality cable most probably will solve your problem!

Your gpu being an HD 5000 series features an HDMI 1.3 version and not 1.4 like your cable. i cant find any info about your TV though.
