Monitor won't use its 120hz even with a Dual Link DVI-D cable

I am using the Planar SA2311W monitor, which supports up to 120hz, but I can't even get it past 60hz. When I enable anything more than 60hz, the monitor displays a fuzzy image and tells me that I must use a dual link cable that came with the monitor, but I am using that cable. Can anyone help?

Solution
So I just swapped the wires and the ports, (since you said that the cable must be the problme) and I was able to put my monitor up to 1̶0̶0̶h̶z̶. Thank you so much for your help!

EDIT: 120HZ OMG YAY <3
I will try that right now.

Both of the DVI ports on my graphics card support up to DVI-I, with all of the 24 pins plus the bar and the pins around it, but the port on my monitor only has 24 pins plus the bar with no pins around the bar.

Yes, that is the exact card, and I have tried both ports on the card. With one of the ports, the options for my monitor don't go over 60hz, with the other port, they go up to 120hz, but the monitor has that fuzzy image and tells me I am using the wrong cable.

Can you show me a picture of the DVI cable you're using please?

It should work, the GPU has 1x DVI-I Dual Link port, the monitor has 1x DVI-D Dual Link. DVI-I does both digital and analog.

The resolution is set to 1080p? not Interlaced 1080i?

Another useful feature is the option to enable and disable the OverDrive (OD) function and also the ability to control the sharpness, the display does not have problems with over-sharpening with OD active, but you generally don’t need the overdrive mode active in 2D mode anyway. - See more at: http://3dvision-blog.com/4244-review-of-the-23-planar-sa2311w-3d-vision-ready-lcd-monitor/#sthash.U13SOPdV.dpuf

Maybe check if its on, shouldn't affect the display really but maybe.

Sorry it took so long to answer, but I don't think I have a way to show you which port I am using, I have a webcam but I can't take a picture with it.

How do I check whether I am using 1080p or 1080i?

Never mind, i just re-read your comment earlier, your cable is the right side DVI-D Dual Link i think.

The resolution you can set in Windows or CCC, should say 1080p

On the monitor the only port is has is a DVI-D port, which I have plugged in, so I don't understand why this isn't working. Can it be that I am using an AMD card? All of the reviews I see of this monitor's refresh rate are on Nvidia cards.

No it has nothing to do with being an AMD card.. If you do indeed have the correct cable plugged into the correct spot on the card and have indeed tried a different cable, It HAS to be drivers.. Remove AMD / NVIDIA / INTEL drivers in safe mode using DDU and reinstall latest AMD drivers from there website.

I'm just reading around on the issue. One guy had a problem with Powerplay in CCC, apparently was bugging out on him @ 120hz, try it off.

You're able to set it to 120hz, so the cable is allowing enough bandwidth, it shouldn't display anything or even give the 120hz option in Windows if the cable was wrong. so might be driver related bishopi5 said.

Last resort: Displayport to DVI-D Dual Link cable.

Just maybe:

From AMD

How do I set independent refresh rates for clone mode display?
If you are using multiple display devices and want to set an independent refresh rate for the secondary display device, you must enter the display properties, set your desired refresh rate, followed by disabling clone mode and then re-enabling clone mode.
