More ram and better cpu or better gpu?

So i will build a computer soon. So do i get rx 580 with ryzen 7 2700x and 16gb ram or 1070 ti with 8gb ram and ryzen 5 2600x?

Playing games with full hd 1980x1080. Usually when i play i have stream or youtube video on my another screen. Im not the person who needs all ultra settings all games.
