motherboard boots but no power on USB and no screen output on a reassembled PC

I've recently reassembled my PC after shipping it away to a different country, everything powers up fine, green light for MOBO, fans etc. but the nothing is getting power from the USB and the monitor is just black...

I've looked at other posts and tried everything mentioned, please note its an old PC but the Graphics card and the PSU are new, also if it makes a difference I have no case yet so all restarts are done thru the MOBO.

The MOBO started with with 3 poops at fist power up, and then nothing for a bunch of times until I switched the Ram sticks' places, then it started make a faint beep sound (still no output) for another punch of restarts it suddenly made a full loud boop, still nothing works. another restart I got back the faint beep, then now nothing at all afterward (I stopped testing it and started writing this post)

from what im reading, it seems like the MOBO is compromised but I hoping there is somthing I can try before asking a shop find me an LGA 1155 because my wallet is not ready for that!

You moved countries? Is your power supply set to the right setting for the country's power grid?

You don't have a case, you could have shorted out the motherboard or some other component.

Either way, if you did not check the power or had a short, you could have damaged other components as well.
