Motherboard broken after power outage

My Pc was turned on when the power in my house went off, when i turned it back on again the Usb 3.0 wasn't working and my games wouldn't start

Well i did a clean install of windows 10 now so i can open games now. But the Usb 3 ports still dosent work

It could be a blown fuse on the board.
