Question motherboard causing issues on torrent?

So this may sound like a conspiracy theory but hear me out.

I build my pc sometime ago, and everything worked fine, could download my torrents no problem. A year or so goes by, my motherboard fried and I switched to a new one, but for some reason when I try to use torrents, they start normal and slow to a crawl, from 4mb to 200kb/s.

I haven't done or installed anything different on my pc, have even tried with nothing installed on it.
When my girlfriend comes over I can download torrents with no problem on her notebook.

So my question is, have anyone ever encountered something like this? is there a fix to this?

what torrent are you downloading?
exact model of the motherboard? could be some driver/utility issue
