Motherboard, CPU, GPU & everything inside CPU BOX remains wake after shutting Down PC.

The problem is getting little weird
By pressing shutdown from windows, Monitor goes black but all other parts remains wake. Wake means still case fans spinning with RGB lighting, Cpu cooler keep continuing its function, Graphics Card cooling fan still rotating with WINDFORCE logo in lighting state.
Which means no normal shut down is happening. For shutting down windows I've to make it shut manually by long pressing of casing power button.
For solving this, few steps I applied which I’ve come to know from various threads, forum, user feedback etc. These are,
# Disabled Intel services from System Configuration options.
# Disabled fast startup from Windows & Bios.
# Uninstalled ASUS AI Suite
But sadly neither any of those get the problem solved .
If anyone has something in mind that could rescue me from this issue then Please share your valuable opinion.

CPU: i7-6700K
CPU Cooler: Deep Cool Captain 240 Gamer Storm
Mobo: ASUS ROG Maximus Viii Z170 Hero Alpha (Bios Version: 2202)
RAM: G.Skill Trident Z 16GB@3.2Ghz
GPU: Gigabyte GTX 970 G1 Gaming
PSU: Cooler Master V850
SSD: Intel 600p 256GB M2 (For OS)
HDD: WD Blue 1TB + Toshiba 2TB
Casing: NZXT Noctis 450
OS: Windows 10 Pro x64 ( Version 1607, OS Build 14393.576)

I tried as you said. But same thing like before.
If possible please find me another solution.

In BIOS i don't find anything "Wake on LAN". But is "Wake on LAN" and "Power on by PCI-E/PCI" same thing :/ ? If yes then its "Enabled" in BIOS. Should i disabled it?
And "Fast StartUP" option is already "Disabled" in BIOS.

Did as you said. Disabled both "Power on by PCI-E/PCI" and "Fast Start Up" from bios.
Then i shut down my pc from windows and it went off normally. Just amazed!!! It worked :) .
I tried Four consecutive shut down and each of them worked without any issue :) .
But!!!!
On the 5th attempt its just the same thing like before 🙁 . No normal shut down. Tried again (6th attempt) and same problem. Totally confused :/ . Could you please tell me whats going on :/ ?

I guess there is no apps/device that could resist the computer from not being shut properly 🙁
May be motherboard itself has some technical problem. But believe me i don't have have any single problem when i operate my pc or play games. Its just only shut down issue which kept giving me headache continuously.

Hmmm You are right.
Could you please tell me the way of sorting out which bios settings or which hardware doing this error?

Sorry for letting you know the feedback this late. But i did it on purpose.
All these days i was just observing my pcs' shut down behavior.
I applied those 3 settings as you said. And miraculously it worked.
Till now I've tried almost 12 shut down attempts. Please see the below statement,
1st - Worked
2nd - Worked
3rd - Worked
4th - NOT WORKED
5th - Worked
6th - NOT WORKED
7th - Worked
8th - Worked
9th - NOT WORKED
10th - NOT WORKED
11th - NOT WORKED
12th - NOT WORKED
FYI, Worked = Shut Down Normally & Not Worked = No Normal Shut Down.
I'm just really FED UP now 🙁 🙁 🙁
