Motherboard died doing upgrade?

So yesterday i got a 1070 to upgrade, had lots of trouble getting it setup, basically my old card would freeze and stutter a lot so i went to upgrade, and i dont think my psu (TX750 corsair) was feeding enough power to fully power the card with drivers because without drivers it would run fine, but updating them would shut the pc off in the middle, and whenever it started up and got to the login screen i was able to log in and after about 5 seconds it'd power cycle and keep doing so until i cleaned out the drivers using the onboard graphics. So while trying​ to get it set up there was the final point where it turned off and went to restart and came on for half a second and went off again. Everything lit up and spun then went off and now i cant get it on. Got a new psu (evga 650G2) and that wasnt the issue. I stripped it down to the bare essentials, the psu, mobo, cpu, and one ram and still get no sign of life. The green light on the board is on showing its plugged in, already tried reseating the cpu and everything. I just need to know if my mobo died or if its cpu related. Ive just blown over $600 to get this thing working and id love to pinpoint where more of my money needs to go.
