Well I've had a similar issue before and I came here to get help then. Hopefully someone can help me again.

Basically my video on my monitor stopped and no keys were working. I reset power button and now it won't come on. I've reset the cmos by jumper and clear cmos button. I've gotten the gpu LED to come back on by reseating the gpu. I've tried each stick of ram in each slot. I can't think of anything I can do now to get it working. I'm thinking my motherboard may be dead and that I need to rma by asrock since It's been over 30 days. Out of those 30+, I've used my pc a week at most. So I'm really thinking of just going pre-built next time.
Since that time, I've tested a similar gpu in my pc and determined that the first gpu was defective likely from a faulty display card. I RMA'd that card and received another one on Friday. I then put it into my system that day and was able to happily use my system until Monday afternoon.
During that time I was only playing minecraft and was alt+tabbed looking for some info on redstone mechanics and some potential servers. Suddenly while browsing the video just stopped and the monitor appeared to freeze up. At the same time I noticed a decrease in noise as if something just gave up. I attempted boh alt+F4 and ctrl+alt+delete and got nothing. I then turned the power off and attempted to power back on.
I then had a fail boot where the debug is currently alternating between showing 4F (DXE IPL is started) and 60 (DXE Core is started). I've googled and came upon a similar problem where the suggestion was to remove the ram and place it back and reset the cmos.

I removed the ram and replaced it back and also attempted to clear the cmos. My method was to remove the power cable from the psu then I did reseat of the ram and I then cleared the cmos from the button that was on my motherboard. It is an onboard clear cmos switch that is in the I/O panel. I pressed it for 5 seconds and then attempted to power the system up after replacing the power cable. It resulted in the same thing happening and the debug registering a 4F or 60 code like a flip of a coin. I have also tried each stick of ram in each slot.
Currently all of the fans on the gpu, cpu, and the internal fans are working so I'm fairly certain it is not the psu but, my gpu does not display the green light that indicates that it is receiving power.
I would just like to know what my next step should be whether it is resetting the cmos by removing the battery or something else. I know someone with a similar AMD build with a powercolor 7870 that I may be able to test my computer with again but he is just an acquaintance.
