Motherboard fried or cmos battery needs replacement?

Hello guys, I recently just built a computer with a z170 motherboard and it does not respond to external usages like monitors or mouses or even keyboards, but the fans turn on, the graphics card is on and all the led lights are on, is it my cmos battery? Do I need to replace it? Because I've already tried taking it out for 5 mins and putting it back in and nothing works. I've had this mother board for 7 months if that helps with anything. ( first timer)

The battery only serves as a power supply to retain BIOS settings. It really has nothing to do with the problems you are experiencing.
