Motherboard gets power alone but no power with cpu?

I've been through the ringer with my first build

So, originally received all of my components and went to work. Got everything installed and hit the power button and nothing. Removed from the case and tried just the CPU, cooler, and one stick of ram and nothing. Tried just the motherboard and PSU, nothing. Paperclip tested the PSU and got it to work. Checked all of my connections and tried again with no luck. RMA'd the motherboard for a replacement.

Got the new motherboard and hooked just that up to the PSU with no response. Went out and purchased a different PSU locally and tried again. Power! So I went ahead and installed my CPU, cooler, and one stick of ram.. No response. Checked all of my connections and tried again, no response. Removed the ram and tried again, no response. Uninstalled the CPU and tried to power just the motherboard again and got power.

I've been at this for weeks now with no success other than getting power to just the mobo with the new PSU. Gone through just about everything I could find for troubleshooting, contacted newegg tech support, swapped out what components I could to try and make this thing work. Could the CPU be bad? I'm not sure if a bad CPU would cause the motherboard to not light up. I have tried quite a few times and am at a loss.. and running out of time to RMA any faulty components.

My build:
Ryzen 3 1200 with stock cooler
MSI mortar arctic b350m
Geil ddr4 2400 (2x4gb)
Geforce GTX 1050 TI
Orignal PSU was a corsair CX550M
New PSU is EVGA 600W
WD 1 TB HDD
 
Seems like your having same issues i had most likely the psu is fried try smelling it why it runs test each cable from it and i suggest you dont order from newegg i went through 6 psus from them all were fried and they blamed me ordered the 7th one from amazon first try it works newegg is definitly not a good place to order parts from they dont seem to well with pc parts atleast
