Motherboard keep reset

i don't really know what is source of this, so i ask for help in this forum...

i have i7 6700k on msi z170 mortar,but seem the motherboard keep resetting to default every time turn on my computer, so i look for issue on google, and they say change it cmos battery so i change it, but seem like it keep resetting...

and some problem when i try to overclock to 4.5 ghz but in full power it just keep hitting o 4.3ghz not 4.5ghz, i 'm afraid is my motheboard is going bad or something on it...

so, would someone to tell me what is the problem here??

I have a MSI Z97 mobo with the same problem, however with mine if it's powered off for a longer than a few minutes bios resets, I've also replaced the CMOS battery and the problem still persists. As far as I know this is a mobo issue, I've tried mine on 2 different PSU's with the same result.
