Hey my friend has some weird voodoo shit going on, theres a weird greasy liquid coming from his pc and randomly appeared, its not the CPU, or the capacitors (dont think because capacitor liquid don't look like that usually). Does anyone have any idea what it is?

When he turns it on the lights and fans come on but nothing else comes up.

Haha, hes not a drinker 😛

Also I didn't think it would be capacitors because usually they dry up and foam when they break, never really seen the acid like that and the capacitors look fine.

but you could be right about the heat transfer tube

You said the system is not starting correctly so some device vital to the system has failed. Check the PSU also as it had Caps. galore. I would disconnect it from everything and remove is so you can check all sides for sign of the liquid. If nothing looks obvious you will have to disconnect everything and start to remove all the parts so as to give a good visual inspection. Check the underside of the MB as well. No magic here if there is a liquid residue of some type it came from somewhere. I would stop trying to power the system also as more damage might occur.

Hes going to use his old motherboard and see if it works to check that its definantly the mobo, il update you after he does it
