motherboard leaking something

So i was gona replace my gpu and when i looked at the motherboard i saw some liquid like something leaked it any idea what could it be ? Do i need to replace the motherboard ? Motherboard leaking (MSI gaming 970) https://imgur.com/gallery/xw2J3

I would be concerned but that looks like its coming from that oversize heatsink, if a capacitor blew your board would not be working properly, could it simply be residue material from the hover heated paste ?

is the substance oily, greasy? sticky (use a Scott-towel to see if you can wipe it (use it dry))
