Question motherboard lights up but no power

HELP, My motherboard RGB and Start button light up but no thing else. ASUS ROG Crosshair VIII Dark Hero issue.
New build with all new parts
Once I have built my new PC and powered up the PSU, my motherboard's RGB lights and start button light up but nothing else turns on. Both the case power button and the motherboard power buttons do not start the PC or allow anything to power on besides the already lit up rgbs on the motherboard. NO QCODE LED and no CPU warning light

Troubleshooting completed
  • I have disconnected and reconnected all of my power cables and PC components.
  • I have removed the motherboard from the case and ran the rig on a non conductive cardboard surface.
  • I have run only mandatory connections (MB power, CPU, Video)
  • I have used a multimeter to check every pin in every PSU cable after both shorting out the 24 pin MB power and connecting normally.
  • I have flashupdated the BIOS using a USB direct to the motherboard.
  • I have plugged into different (functioning) outlets around the house
  • I have stared at it intensely, willing it to work after turning it off an on again for the 79th time.
  • (everything in the kit is new and installed [/reinstalled] carefully)
What could be wrong?
(I am new to this and am not an expert BUT*)
the only thing I have found weird is that I have also used my multimeter to check the current voltage on the "Probelt Measurement Points" and in order "GND,VCORE, NB_SOC,DRAM,1.8_PLL, SB) every point reads 0 Volts while motherboard has power except for SB and 1.8PLL points which are running extremely low power.
^^^ i dont know what any of this means. or if the whole cpu has to be powered for these points to be active anyway?

RAM: Corsair Vengeance RGB Pro SL 32GB (2x16 DIMM)
PSU: Corsair RMx (2021) 850W 80+ Gold
GPU: MSI GEFORCE 1080 GAMING X
AIO: Corsaair H150i Elite Capellix

EDIT/UPDATE**** have now also breadboarded the motherboard just using POWER, CPU, and fan cable connected with 1 dimm RAM in B2 slot. still no post/ video link bellow.

Breadboard the innards. While disconnected from the wall and display, remove the CMOS battery for at least 30 minutes, before replacing. See if the mounting on the AIO is loosened a little with a quarter anti-clockwise turn on the screws. Conversely, you should've tried with the stock cooler at first to see if the system would POST while on the motherboard box. As for the ram used in your build, which slots are the two sticks occupying on the motherboard? Try working with only one stick of ram, on slot B2.

@Lutfij Thanks for the steps! CMOS battery posted voltage of just over 3 so it is functional, but as for breadboarding with one one RAM dimm, still the same outcome. ATTACHED is a video link of my problem from plugged in, to switching on the PSU, to no start after start button and short start attempts.

Have you tried with a GPU and monitor attached? I ask because there's no GPU in the video.

My Asus system will only light lights, spin fans and just just sit there beeping at me if there's no monitor attached.

Yeah the video is just a breadboard test to make sure that my core components are actually able to start/turn on (they don't) I have also tried with the entire system hooked up to a monitor and GPU installed, but there is no startup so nothing goes through to the monitor.
