Motherboard or CPU failure?

On linux HDD starts to spin very fast for like half a second, and PC freezes. After some time everything starts to work again. On windows GPU drivers crashes. But this started to happen more often. At first I thought it's HDD fault, but same happens with new hard drive.
So is this motherboard or CPU fault?

Do a bench test (mobo out of the case on top of wood/cardboard, no GPU, 1 stick ram, HDD with windows) and run a stress test on the CPU. If your mobo has an LED Debug display, post the codes you see before boot here.
