Question Motherboard or cpu issue?

So I had my cpu cooler changed because it was broken and was overheating the cpu.
Now I have another one installed and works fine.

The problem is that my pc turns on but does not boot at all.
Keyboard and mouse arent working either.

Is this a motherboard issue or my cpu died?

I would tend to focus more on the motherboard.
In my experience....CPUs are more difficult to damage and tend to fail less often than motherboards.
