Motherboard/OS only recognizing one CPU

Hi all! I bought a server and I've been working around with it, simply tweaking the BIOS settings, and downloaded Windows 10, and VMs of server 2008 and Kali Linux. when in task manager, it only recognizes one CPU (spec list below), 4C/8T, it recognizes all 16GB of RAM in POST and OS, even as independent modules (2x4GB per each CPU). What could be the problem? I'll answer any questions you may have.
Spec list:
CPU: 2x Intel Xeon X5550
Mobo: Tyan S7012 dual socket LGA1366 (Tylersburg 5520 chipset)
RAM: 16GB of ECC Registered RAM (2 dimms per CPU of 4GB independent to each CPU, i.e. not mirrored)
PSU: EVGA 650 G2
HDD: WD Blue 1TB
GPU: Sapphire R7 240
 


I'd assume custom makes it similar to HPC, but focused on security as well.
I've used msconfig, to no avail, and I've disabled max CPUID limit, which didn't help either
