What processor do you plan on using?
Only when that is known can you pick a motherboard.
Do not worry about pcie2/3/4.
Graphics cards are forward and backwards compatible and any difference in performance is miniscule.

Only when the motherboard is picked can you decide on ram.

400w is marginal for a psu for a GTX1060.
Look to 450 or 550w to allow for a future graphics upgrade.
More important is to buy a high quality psu.
Pick at least tier 3 unit from a list such as this:

Any 200 series lga1151 motherboard will support your processor.
The ram you picked will also work.
Here is what the different chipsets bring:
https://en.wikipedia.org/wiki/LGA_1151

3000 speed ram is likely a waste. Since you have a discrete graphics card, ram speed does not matter much for intel processors.
Past that, the basic lga1151 motherboards will not support ram overclocking which is necessary to go past 2400 speed.
The 3000 speed ram will work at 2400 by default.

Some corsair power supplies are very good.
Others like the VS series are not.
I suspect that the unit you listed is not that good.
Past that, I have no idea about your prices.

I also would stick with mainstream motherboards; trying to use a dell oem motherboard is asking for trouble.

Best to list all of your parts in one post for review.
