Question Motherboard Pwr Light turns on however the cooling system, fans, wifi card, and graphics card do not. No display on a monitor. just "no signal"

Ive tested the PSU and Ram. Both work fine. Ive also tried to jumpstart the motherboard. Nothing. The JFP1 Pins are all in correctly yet the pwr switch and lights do not work.

was this a working system or new build?
full system spec? include brand and model of the psu
