Question Motherboard Reading High temps.

I have a question today regarding the motherboard "MSI Z370I Gaming Pro Carbon AC Motherboard".

Within my BiOS it says that its running at 42 Celsius, but once I login and am on the windows desktop this application I use named "Speccy".
Then says my motherboard is running at 107 Celsius, I tried looking in the computer to see if there was dust build up or something of that nature on the motherboard but nothing.

Edit: Whenever I have the PC open it also doesn't put off Heat either, which I feel 107 Celsius would be putting off immense heat. (important note I forgot to add)

If any of you guys can help me out that would be appreciated.
