This is because some boards use subpar componentry for their power delivery to the CPU. When you have a CPU that's a constant, across other boards. A badly written BIOS can also cause a board to draw unnecessary power.

As for the AMD processor in there, it's to offer a reference point for the processor in another review.

Thanks for the information. So is the power consumption figure for the 7950X CPU in that review just for the CPU, or does it include the power usage of the motherboard?

Motherboards deliver power to the CPU (actually the PSU does, but it comes through the motherboard; read about voltage regulation for CPU).
Motherboards do use a certain amount of power for their circuitry/bus, but in the context of CPUs and reviews, the focus is on power delivery to the CPU, not the power the motherboard itself uses.

All motherboards use approximately the same amount so it would be pointless to rank them in power usage.
