Question Motherboard RGB is on but no boot

Hi everyone, thanks for taking the time to look and maybe help me out with this one

Here are my specs;
Ryzen 3600
Asus ROG B450-f
4 x 8Gb 3200 Corsair vengence
3070ti
850w PSU (recently replaced)

Okay so I had the issue the other week where the computer just wouldn't turn on, I left it a little bit and it suddently it started working, becasue I use it for work I replaced the PSU assuming that was the culrpit as I was getting some strange USB behavior

After replacing it, everything worked perfectly, untill today, I have the RGB on the motherboard turning on, but it's like the power button doesn't do anything (which I has never had an issue before and the case is less than a year old)

I tried shorting the power switch, but this did nothing.
I tried resetting the CMOS, using the pins and the battery and neither of those worked

I cannot get this thing to boot and I have no clue where the fault lies, any help would be amazing

What is the make and model of the PSU? What PSU were you on prior to the replacement?

Can you walk us through how you cleared the CMOS?
